DOCUMENTING THE POLICE PRACTICE IN MONTENEGRO – NEW BOOK

POLICE : PROBLEMS, PRACTICE AND PERSPECTIVE

Podgorica 4th of March 2016 – Council for civic control of the work of police has published a new book “Police and objections of the public: problems, practice and perspective” in which the experiences of the work of this body in the past two years have been collected (2014/15).

The Council has, even besides its limited capacities and resources, developed a practice of reporting the human rights in Montenegro, in the law enforcement.

The documenting of the police practice represents the strong mechanism of the prevention of torture which with with its quality and reliability, prevents the hiding of the inhumane and unprofessional police behavior as well as impunity and the absence of responsibility.

Regular documentation of the law enforcement represents the creation of a collection of good practice which can be useful to a broader public in multiple ways. This is an outstanding contribution to the police historiography by the Council.

The authors of the book are MA Aleksandar Sasa Zekovic and Zorana Bacovic.

Through the publishing of the achievements and the practice of the Council for civic control of the work of police, we are contributing to the creation of a national expert literature which will guide the citizens, journalists, civil society, police officers, experts, academic community and the decision makers through numerous practical situations, challenges, and difficulties which are observed in the functioning of the police and the system of the police oversight.

In the latest book, all of the cases related to the law enforcement during the civic and political protest in Podgorica 2015 are represented.

In all of the so far created reports, we have gathered and presented all of the high quality information on all of the individual cases on which the Council has worked so far.

The intention of the documenting of the law enforcement actions, that is the relation of the management of the police organization towards the issued recommendations is that to constructively, and with arguments point out to the challenges, problems and obstructions, but also to the achieved progress and improvements, and especially to point out to the possible perspectives of the police development in Montenegro. The presentation of the experiences and the concrete cases, on which it is carefully and consciously the Council has been working on for the past ten years, can incite, and additionally help with arguments, the discussion on the effects of the current solutions but also the possibilities of the expansion and strengthening the mechanisms of the control and oversights and policies over the Montenegrin police.

The primary role of the Council is to act upon complaints, to deal with the objections of the public regarding the police practice, culture, integrity and law enforcement.
